Can I make quotes in EPiServer Commerce? If not, how can get the same effect? Can I make an order and set a custom status or something like that?

I don't know much about your specific requirement, but EPiServer Commerce definitely allows you to create an order with items and prices. Then you can print that order as a quote. Sounds feasible?

So you mean I could make an order that have status "In progress" or something like that (I don't want to risk it beeing devliverd I mean)?

Yes, sure.

In Commerce Manager, you can create order without adding payments (which is a mandatory thing to make it "deliverable"). So it's totally possible to create orders without worrying it'll be delivered :).
