Commerce uses the Epi CMS approval system for edits to catalog items. According to webhelp.episerver.com/latest/cms-edit/content-approvals.htm

"An approval sequence can be set up with any number of approval steps and any number of reviewers in each step." Does this provide the features that you are looking for?

Hi. That is correct Catalog changes can inherit the approval sequence set on CMS.

So it can be single or multiple step as needed.

You can access on the dropdown menu on catalog nodes-> edit approval sequence
