Episerver 8 Media Asset timestamp

We need help server returns a 304 message, content is not updated

as content editor, after upload media file, it will not automatically publish, I have to open the file and press publish to update it, if not, server will keep original time stamp, and end user will not see the updated file.

there is a setting 
Admin -> config -> system settings ->  automatically publish media on upload.
it is checked, but doesn't work
 
then view the Version, it show it was published, but the time stamp was not updated.

If you can re-create it on the very latest version of EPiServer please report it as a bug by registering an incident: http://world.episerver.com/support
