Just if anyone else runs into this issue. If you have the Web Accessibility Checker plugin installed in Visual Studio and having the Visual Studio running with the BrowserLink connected to the site you will recieve the following error in the console and the EPiServer Dashboard and Edit UI will not function properly:

dojo.js:15 Error: multipleDefine(...)

widgets.js:2 dojo/parser::parse() error TypeError: Cannot read property '_noScript' of undefined(…)

Took me a while to figure out that it was that causing it...

Thanks for posting! Took me a while to find this post so I lost a little over half a day because of it. Keep Visual Studio extensions down to a minimun people! :)
