Entry Level Promotions not working for Anonymous user

Hello,

I have added Mediachase.Commerce.Workflow project in my Project solution .

CalculateDiscountsActivity is not calculating the discount for entry level promotions for the Anonymous user.

Once after login its working as expected.

Request you to let me know you solution to get ride of this issue.

It's woking fine once after changing the per-customer redemtion limit to zero.

The per-customer redemption limit only works with logged in user, otherwise it does not make sense because anyone can redeem it.
