I want to set up EpiServer so that say, only people from the 'French Speakers' group can edit the French content settings and only those in the 'English Speakers' group can edit the English content. Can this be done ?

I'm assume you are running 4.6? I've got a reply from EPiServer in Norway today regarding this. It cannot be done. However you can set users to see the pages in a default language (in edit mode).
