Because the workflow editor seems to load all the Activated workflows when it loads a workflow to edit, if the site is large and there are a lot of activated workflows, then it times out when you try to load the workflow for editing. This means you can't turn the workflow off or change anything about it (unless you access the admin site from the actual server where timeouts are ignored). Ideally, the editor shouldn't load the activated workflows until you click on that tab!
