Migrating CMS 4.62 to 5r2 - error code 3

I get the following error when using the Migration Wizard (1.1) to migrate my 4.62 project to 5r2:

Validation error
---------------------------
Validation of configuration files failed.

General errors:

Validation failed: Method failed with unexpected error code 3.

What does error code 3 mean???
