Commerce 14 change: promotion priority order on PromotionData is reversed and undocumented

Anybody using Promotions and Discounts when migrating from Commerce 13 to 14 (and I assume 15) please be aware that the promotion priority behaviour has changed and is not documented.

It used to be that a lower priority value on PromotionData represented a higher priority promotion (one that would be executed first). The documentation still says this.

The actual behaviour in Commerce 14 is that a higher priority value means a higher priority. This arguably makes more sense, but I can't find any documentation about the change, so it has been quite impactful for us. Posting this so nobody else gets caught out.

I received confirmation that this is the expected behavior, so we have a ticket to update the docs to match the expected behavior for both Commerce 14 and 15. Thank you for flagging! We will get to it when we have the time.

It looked like a deliberate change, and from an API point of view it makes more sense. It's strange that even the code-level documentation wasn't updated.

It could be an impactful change through an upgrade, so it should be flagged as something to check when moving on from Commerce 14.
