Mirroring error

I have a 'Staging' server where content is edited miroring to 2 x 'Live' servers which are public facing. The mirroring jobs are identical in all respects with the exception of the URI of the destinations.
Live1 mirrors without error but Live2 is showing the following:
'Failed to export file Flash/Supplier and Customer QA.swf from provider SiteGlobalFiles, reason: Store must be open for this operation.'
Where do I start to troubleshoot this problem?
