At the very least it does not seem correct to count Cancelled orders. I have added a bug report to investigate this. Thanks for your report!

This is fixed in Commerce 11.2.6, the cancelled orders are no longer counted toward redemption.
11.2.6 will be available soon (probably today or earlier next week)

when looking at the Marketing UI in Commerce the total amount of orders are shown (except the ones that has been deleted of course). This can be a bit misleading for users that want to see the amount of successful orders for a specific voucher campaign. The users want to see only successful purchaseorders or successful purchaseorders in addition to all orders made.
Test Scenario: We have used credit card payment and made 3 different purcases with three different statuses. "Waiting Exchange", "Cancelled" and "In Progress". In the Marketing UI you can see that there has been 3 orders that has used this voucher code. But the most beneficial for the marketing ui user in this situation would be to not show the ones that have been cancelled as they in fact are not purchase orders that has succesfully used this voucher. It would be beneficial to either only see the successful ones or both total orders and the successful ones.
