We're using EPiServer 7.19.1.

In this version you have the option to stack blocks; in other words: create blocks under blocks.
Me as an administrator can create blocks that way, but other users cannot.
Content editors can create folders under the 'for this block', but he cannot create blocks...

What type of rights should I set for the content editors to be able to do this as well?
