Editors can personalize the content inside content areas and XhtmlString fields.

Pages can be "dragged & dropped" into the content area in the same way as blocks.

So there shouldn't be any difference.

On more thing you can do is to check Make this visitor group available when setting access rights for pages and files when you define a visitor group, and then set access right from the admin mode.

I think @Dejan is correct. Other way is to use security. So you can grant or deny access to a page for any visitor group.  You can read more about it here:
