AccessControlList.ToRawACEArray() returns an empty list when the ACL is inherited from a parent

When a page's ACL is inherited from it's parent, calling page.ACL.ToRawACEArray() returns an empty array. Meanwhile, page.ACL.Entries correctly contains the parent's AccessControlEntry's. Is this intended behavior?
