Default Interface Settings and Making them Sticky

Any idea on how I can make these options Default to true and once selected make them sticky for that user ? 

Pages Tab (Page Tree Settings) - Have "Show Content in Current Language Only" default to true

Site Tabs - Make Show All Languaged default to false
