Episerver Edit mode showing page is missing for the current language but page is created

I have created a page programatically with 2 languages(English UK, German DE), where English uk is in published state and German DE is in draft/unpublished state. Both the pages are having same content, but german De page is showing a tool tip on a symbol that "Page is misisng for the current language" and I am also able to publish this German page. So I am not getting why Epsierver is showing this message.
English Uk is the master language in this case. can anyone help me out on this.
