Change convert pages tool to not need root to be of same type as converted from type

Hi
The convert pages tool could be awesome but since the tool has a check that when converting between pages the start node of the conversion must be of the same type as the converted from type.
This effectively stops us from exporting a site from e.g a CMS6, importing into a CMS 7+ solution and start converting pages recursively with for example the root as start node. This should be an easy fix that would greatly improve the tools effectiveness.
