If relatePlusFR.xml isn't in the lang folder already, then yes you will have to translate to that language yourself.

I'm developing a communety site for german and french users, does anyone know if there are any built in support for the translation or do they have to translate the relatePlusEN.xml them selves? What I am looking for is relatePlusFR.xml and relatePlusDE.xml.
