Projects enabled by default

Description

Project mode will now be enabled by default, unless it was explicitly disabled it in Admin view previously.

to make it easier to deploy the solution to load balanced environments, the setting has moved to an appSetting in web.config. The new appSettingName is episerver:ui:IsProjectModeEnabled, and it accepts true/false. If it hasn't been specified, project mode is enabled.
