Was there changes in licenses with EPiServer becoming Optimizely

The current plans are 

Content Cloud (Old CMS)
Content Commerce (E-Commerce)
Intelligence Cloud (Old A/B Testing?)

Im guessing just like before, having Content cloud and Content commerce requires 2 licenses, no matter on 1 or 2 servers? Or does IC also require a license file now?

Or has there been any updates to licenses with the cloud changes?

If customers buy commerce they automatically get CMS or they can buy CMS on their own. Should be noted the cloud offering (DXP) is not sold based on server licences any more but on consumption instead.

Old A/B testing is a free add on.

"Old A/B testing free add-on" refers to the Episerver.Marketing.Testing package (available for both CMS <11 and 12), which can be found here: https://nuget.optimizely.com/package/?id=EPiServer.Marketing.Testing
It's an oldie but a goodie, because it integrates the A/B testing seamlessly with the editor experience, and it requires no license - just install it on your site and it works.
This is not to be confused with Optimizely Web Experimentation, which is a commercial SaaS product sold and licensed separately.
