Episerver 8 Media Asset timestamp

We need help server returns a 304 message, content is not updated

as content editor, after upload media file, it will not automatically publish, I have to open the file and press publish to update it, if not, server will keep original time stamp, and end user will not see the updated file.

there is a setting 
Admin -> config -> system settings ->  automatically publish media on upload.
it is checked, but doesn't work
 
then view the Version, it show it was published, but the time stamp was not updated.
