If you want to get pages from local instance to an Azure hosted application on the first deploy you need to restore a bacpac file of your local database. If you have file blobs you need to migrate those to the correct Azure storage as well.
You probably also need to adjust the URLs and startpages in the Manage websites list in Admin mode and set up Access Rights for the content tree in Admin mode.
