Maybe I don't understand correctly, but it is only the same URL when the page is in the same folder?

It is, when we try to create page with existing URL in same folder it restricts; thats what we want for whole website check if that URL exists else where. It should check, so instead of looping through individual pages and its url's do we have any quick way to do this ?

As Episerver builds the URL from the structure... a duplicate URL can only happen, if it wasn't validated, within the same folder?
Duplicate content is content that appears on the internet in more than one place. Although thispage is accessible by two URLs, the rel=canonical attribute cautions against restricting crawl access to duplicate content on your website.
How to verify if (Page) URL is getting duplicated.
(it should check in whole website and not in just same folder whether it is duplicating or not).
Example, "http://www.domanin.com/PageFolder/NewPageCreationTest/" should be only 1 URL in whole site, if someone tries creating same URL it should restrict.
