This is Job description

"Specify whether the clearance of thumbnail properties is active/inactive and how often the job should be run. The job clears all thumbnail properties to empty so that new thumbnail images will be created when be requested."

In simple English, thumbnails are referring to thumbnails of assets that we see in Media/Assets Tabs. Right?

Yes. 

As posted in your other thread "

For starter this job should be run manually, not automatically, only if you have problems like if you update a product's image but its thumbnail is not refreshed. "
