Tiny MCE- Can we set Link option "open in" to default selected as "open the link in a new window"

-any time link in a RTE box  have link "open in" setting default to "open the link in a new window" instead of having to manually select that option for each link.

Please let me know how i can set Open to field default value.

Can you confirm you are using default settings and there is no custom Widget or handler manipulating the behaviour ?
