why does shippping Methods depends on culture

I have to create a shipping methods for for each Markets. It seems that the shipping methods depends on culture/language in CMS. 

Could anyone help me out, how i can solve the problem.

Hi,

Shipping methods/Payment methods have dependencies on languages for legacy reasons.

One possible solution is to create a shipping method for the default language of each market, then set Chosen Markets setting for each method.

I see.

It is the way we are going to solve it. but that really not a good way. Is there any plans for changing this dependencies in feature releases?

I think it's in our backlog, but as we are focusing on other area so it won't happen any time soon.
