Issue with gift with purchase promotion with multiple free items

Hi,

We're having a curious issue with GWP promotion with two free items. When the promo code is added to cart, only the first free gift is added to cart (and I double-checked in dbo.SerializableCart table). But when the order is placed, the order would contain both free gifts which is what we want. Any ideas why only the first free gift item is added to cart initially?

EPiServer CMS: v11.20.6
EPiServer Commerce: v13.30.0
SerializedCarts: enabled

Could it be related to to bugfix COM-14860 in 13.32.2?

Description
Fixed an issue with "Spend for Free Items" promotion where all gifts were not added correctly to the cart when conditions were fulfilled.
