I'm wanting to do this

Right
 and it will not work in IE. I know you aren't supposed to put block level elements inside inline level elements but how else to do it? Besides making two links, since that isn't approved regarding to accessibility.

Looks like you have invalid html. You have only one start tag for but two end tags ().
