I think your best approach would be to write a script to do this.
You could use projects to add all the items you want to republish into it and then review those before republishing.

Why do you have broken links?
If it is because things have changed locations, there will be issues when someone else has a link to the site, eg. search engines, someones bookmarks, etcetera. If this is the case you should handle this as well, with some kind of redirect handling.

Our client that we are working with currently have some pages with broken links. We have attempted to run a report in the CMS > Admin > Scheduled Jobs > Link Validation.
After our client ran this it didnt give them a report of what they wanted, they were expecting a list of pages that have links with a specific url syntax.
We have concluded that republishing everything would be the best approach to take, as it should fix all links. Otherwise it would result in the client checking each page manually, which isnt an efficient way of correcting the errors.
My question is, are there any packages or settings in this CMS which would allow us to republish everything? or would it be best to write a script in the BE that could handle this? If we did this we would need to avoid republishing anything that is in draft (has pending changes
