CMS 13 PaaS: device preview (Desktop/Tablet/Mobile) not showing despite DisplayChannel/DisplayOption classes

I am confused about CMS 13 PaaS and DisplayChannels. The docs say that Visual Builder comes with Desktop/Tablet/Mobile preview (https://docs.developers.optimizely.com/content-management-system/v13.0.0-CMS/docs/preview-visual-builder-content), but I assume it is only for SaaS. I have added C# DisplayChannel/DisplayOption classes that I expected to show up, but they do not.

I also found this setting that enables the classic On-Page Edit: https://docs.developers.optimizely.com/content-management-system/v13.0.0-CMS/docs/on-page-editing-view

But whatever I do, I can't get device preview to work. Is there any way to do it in CMS 13 PaaS?

The Desktop/Tablet/Mobile preview icons appear for an Experience / Visual Builder experience, but not for a normal Alloy page. The responsive preview in the docs therefore seems to be tied to Visual Builder Experience content rather than ordinary pages. Adding classic DisplayChannel/DisplayOption classes does not seem to make those icons appear on a normal page.

It would be easier to call the Alloy page editing view what it used to be called: the side-by-side editor. It is different from Visual Builder.
