Hi Alexander,
the way it is currently set up is to show one block for Test 1 audience, while everyone else will see the other block, acting as a fallback block.
If you want to put Populart pa... block to Test 1 audience you need to move Populart pa... outside of the group using ... context menu, and then personalize it with the desired audience. Each personalized group is related to only one audience with optional fallback blocks.

Thank you for your detailed description. My client found it cumbersome to create a new Personalized group for every block and wished that she could put more blocks in every group.
Is this a bug, or is it by default that you can only have one block per Personalized group? I have a client that wants to add more than one block per Personalized group.
As you can see in the image I've already set one block to Personalized group "Test 1" and for the next block that option is disabled.
The site is an Episerver.CMS 12.33.3, Episerver.CMS.Core 12.22.9 site.
