Thank for your response.

There is a button 'Export as' that allow editors to export submissions.
I wonder if I can call that function with code.

It is unfortunately a service that you can use by code - it's a controller that does that export. I guess it make senses to have a service for doing the export. I will file a bug to AddOns team and see if they agree
