Wrong leagacy dialogue size
Make sure you've deployed the app_browsers folder.
I had the same problem and I was missing \App_Browsers\AdapterMappings.browser and \App_Browsers\IE6.browser.

Im having some size issues with the legacy dialogue (width) in the admin UI. After comparing outher sites it seems like the width is not set right when opening the dialog, causing the dialog to hide most of the content. This is issue accures on all selections in the "Tools" dropdown in admin mode for a page. Any idea whats cousing this? Where can I find the properties that are sent to the dialouge? Spent some time looking for this in episerver Framework/CMS installation without succes.
