Language is enabled but not available on the site

I'm working on a CMS 7.1 site that needs translating into other languages. I get the "Language is enabled but not available on the site" tool tip for every language under Sites (including the master branch). 

Also, the "Language Settings" context menu option (under Tools) in Edit Mode for the start page is grayed out and not available. Globalisation is enabled and so are the desired languages in the admin section.

Any thoughts?

That Language Settings-option under Tools is where you make enabled languages available. Have you selected the Root page in the page tree when trying to access Language Settings? Are you using SSL for your edit mode? I did a bit of googling (binging) and came accross this: http://blog.huilaaja.net/2013/02/10/episerver-7-admin-language-settings-disabled-https-connection/

Hi Mathias, thanks for your prompt reply. The Root page itself I'm not able to edit - I get "you have not been assigned the user rights to make changes to the page". This is despite having both WebAdmins & WebEditors group memberships.

The start page however I can edit, but I get the grayed out "Language Settings" (Dynamic Properties" menu option is not available eihter). Also, the edit mode is not using https.

Hi!

Do you have any other Admin and Editor groups (other than WebAdmins and WebEditors), such as CMSAdmin, CMSEditor, SiteNameAdmin and so on? Being in the group WebEditors usually just means that you have access to the edit mode, not that you are allowed to change things in there. So you need to be in a group that have accessrights (probably administrator rights) on the page to be able to access those options. You could try going to admin mode, setting full access rights on WebAdmins for the Root page, and then see if you can enter Language Settings in edit mode; just remember to change it back ^^;

Thanks for the pointers Mathias, it was permission issues in the end. The actual problem was that even English (the master language branch) was not selected in the "Language Settings" (whilst being enabled of course in admin mode - manage website languages). That caused Language Settings to be disabled as an option. All I had to do was login to edit mode using Windows authentication (local admin account) and configure the Language Settings.
