Just grant access to Report Center
Report center is available if the user has access to edit mode. Unfortunately if the user has admin rights they can access everything and there is no built in way to set admin rights on a more detailed level.

Should be able to use the location element in web.config to set access rights.

Is there a way to grant access to the Report Center, but not the other Admin sections?
