Problem solved.
Instead of using SaveAction.Save in a forum. I use SaveAction.CheckIn instead. Now the page comes up as "Ready to publish".

What permission do I need to see the "Not published" list on the rootpage in editmode?
As an administrator I can see it.
But if I log in as an WebEditor and have full permissions in the whole tree, I cant see it.
Is there some function I have to have permissions to? I mean, do I have to give the WebEditors group permissions to some function under "Security" -> "Permission for functions" in admin mode?
EPiServer CMS 5 SP3 and authenticationmode="Windows".
