Campaigns: Spend [currency amount] and receive a [discount] off order value

Beta feature
This discount, Spend currency amount and receive a discount off order value, applies to an entire order for customers who spend a minimum amount on products. For example, spend at least €100 on items and get 10% off the order total.
Non-product costs (such as shipping and taxes) do not count towards the order minimum. Also, if other discounts are applied to an order before this discount which reduce the order total below the minimum, this discount is not applied.
