Insight UI for creating segments based on filter definitions and historical data

Description

As a marketer I would like to use Insight UI to create segments based on filter definitions and historical data.

As a partner/customer developer, I would like to avoid updating Insight NuGet package to the latest on the customer website version to enable marketers to create segments in the Insight UI.
