You could have three blocks of the same type that contain a text and an image. Those can be pre-created with corresponding texts and images.
Then, an editor can choose between each when service is up, down or with issues. They would drag and drop any of these to a content area and remove the one that was there before.
If this is too editorial dependant, you could also the three "local" blocks and a dropdown that toggles between 1, 2, 3.
You could also have a way of querying whether some services is down and then do it programmatically, but judging from your description, it doesn't feel like this is desired. If you have this info elsewhere (in a service or so), then this would be the best way to go.

How do you set up alternative pages to illustrate for exampel operational status. The idea is to toggle between for example three different messages:
Ideally, editors can select one of the three statuses but without alterning the content or the url of the page.
Tips or ideas how to do this in the most straightforward way?
