It is a known bug: http://world.episerver.com/support/Bug-list/bug/CMS-4852. Work on fixing this is ongoing but I don't know when it will be ready for release.
Hi Episerver
We are trying to enable the Projects feature on our Episerver solution. We have an Episerver site that is already running in Development, Test and Production, so we try to enable projects using Config > System Settings > Editing > Enable Projects. This fails in our environments, because the IIS user does not have permission to modify the web.config file.
But why does enabling projects need to modify the web.config file? And is there some way that we can avoid this?
We have tried to find out what is modified in web.config, and as far as we can see, the main difference is changes to attributes in the tag.
