Can't edit or publish page.

When hitting the button for publish it only says "Not published yet"

Opened Dev tool and noticed this error: 

VM1575:1 GET http://xxxxxx.xx/EPiServer/cms/Stores/contentversion/5672_8178?dojo.preventCache=1531387614398 403 (You do not have access to see the versions for this item.)

It is a multiple language site.
