I am correct in my assumption that the country lists in commerce manager are build using RegionInfo and the value persisted is the ThreeLetterIsoCode?

The country list is not built using RegionInfo or validated against a RegionInfo object.  They are stored in the database table Country and in code in the CountryDTO object.


These values could be replaced on any site with the ISO 3166 Codes.
