I get the same error in my Foundation installation. A bug ot something that need to be configured?

the bug was in CMS UI, you will need to upgrade CMS to 12.14.0 https://nuget.optimizely.com/package/?id=EPiServer.CMS.UI&v=12.14.0 The bug number CMS-20258
Just to clear any confusion. the bug was initially created for Commerce, but after investigation we found that the root cause is actually in CMS UI so it was moved there. Thanks Bartosz for the update.
