Restrict blocks from being created in Assets pane

Is there a way to exclude certain block types from being available when creating a new block from the Assets pane? I have a few individual block types that should only be created within specific "container" block type.

I've not tried it but you may be able to use the AllowedTypes attribute and the IncludeOn attribute. This may stop the block from being created...
