uIDefaultValueForSetChangedOnPublish acts like the opposite

When i set uIDefaultValueForSetChangedOnPublish="true" in the config file, it starts behaving as it should, but the checkbox isnt ticked off as it should be. If i manualy check the setChangedOnPublish in all properties view, it dosent update, and if i leave it unchecked it updates.

This is in Episerver CMS

I can also confirm that this is a bug in the UI.
