It is not made public yet. and for when, I don't know, it is up to Commerce team. Note that I used "addressed", not "fixed". it's up to them to decide what to do with the bug. but I can certainly raise the issue with them again

The bug is now "fixed" and is in review. It could be coming in the next release
In previous versions it was allowed to create shipping methods with 0 as baseprice, for cases where there simply is no cost and we are fine with using the Generic Gateway.
Currently in version 14.1.2 you must enter 1 or higher (why would the system have anything to say about the customers pricing?)
