[Commerce 13] Issues with stock not being handled correctly.

Hi

We are having some issues regarding the handling of inventory after a order is exported to our ERP system. The issue results in people being able to buy products that are not in stock anymore.

Currently we are suspecting the issue came after our upgrade from 11 to 13, but from here we don't have a good idea what might cause this issue
