I don't think it comes out of the box. However, you can use DDS to store the form data and retrieve it later.
You can use this as a reference and build your own extension:
Hi,
A client that has a quite long episerver form on their site has asked me to look into the possibility of giving the user the ability to save their progess on the form and come back to fill it out at a later date. Has anyone had to try to implement this with episerver forms before? I would be interested to see if there is an easy way to do this or if i will have to write some quite complex javascript to pre-fill form fields.
