Are you talking about Optimizely Forms, if so you can do this programtically by creating the actor like so https://devblog.gosso.se/2020/03/add-webhook-programmatically-episerver-form/
If you mean for things like content publishing there's packages from CMS 11 and CMS 12 such as https://world.optimizely.com/blogs/paul-gruffydd/dates/2021/3/using-content-webhooks-with-episerver/ for hooking in to webhooks

Is there a way to create Webhook URLs programmatically in CMS 11? I've been asked to find out if this is even possible. Please let me know of any additional information that is needed.
