Some Best Bets default to non-default language

When adding a best bet through the CMS interface, we have a case where some translated pages are pulled through with the non-default language.
For example, a page that has English and Chinese translations, with English as the default, appears in Chinese.

The page language settings are also set to the default Visitor Language (screenshot included).
Any idea why this would be happening?
